Burnt garlic in ghee is a lesson with a long finish. I have done it with chickpeas and regretted every second of the smell.
So no, I would not build every dal the same way. For me the end tadka is for lighter moong and quick weekday masoor, while toor gets more time in the pot and can take heavier seasoning. If the base is underseasoned though the finishing pour becomes a costume, not a flavor.

For a restaurant batch I would choose the dough according to the cooking method and the filling. Cold-water dough gives you more elasticity when people are filling and sealing quickly. Hot-water dough is useful when tenderness and easy rolling matter more.
There is no wrapper that forgives every rushed cook. I have tested that theory for years.
