The hot-water dough is choosing tenderness and easier rolling, while the cold-water dough keeps more elasticity for a wrapper that has to tolerate boiling and handling. I would not treat either as a general improvement.

The useful comparison is the cooking method. A wrapper for boiled dumplings has a different job from one for a potsticker, and the filling moisture changes the result as well. The recipe should say what it is optimizing.
