Fridge paper, sure. The app on the door would just be called a magnet and cost twice as much.
That is the trouble with moving things. They wander off like a bad apprentice and never come back.
I clip mine to a cabinet knob near the sink, same place every time.

I use a card on a ring for that. One card per chore, punch a hole, hang it by the sink or the door. When it’s done, flip it or move it. Simple enough that you can ignore it only at your own risk.

Cold-water dough is the one I use for boiled dumplings. It has some fight in it, which helps when you are filling a lot of them and the wrapper has to hold together in the pot.
Hot water makes a softer wrapper. Good for some jobs. Not a magic upgrade. If the filling is wet you will know about it fast.
