I did this after a family trip once, and the printed copies got passed around the table in a way the shared album never managed. People handle paper differently, I guess, more like an object than a file. It was a small thing, but oddly satisfying.

What I would try first is not a chart but a hierarchy of inconvenience.
Make the clean-glass towel easiest to reach only from the clean side, and let the dirty rag live somewhere slightly annoying.

It is a little unfair, but I do think the analogy holds. If the rule does not survive fatigue, it is only decorative.

One towel becomes a social agreement nobody remembers making, and then everybody pretends the agreement was reasonable.I think the joke lands because it is true. Once a cloth becomes a catch-all, no one wants to be the one who asks where it started.
I’m not sure memory is the main issue so much as speed. If the towel location is physically different, people do the right thing before the brain gets involved. In bars, that’s often the whole game.
