China Miéville’s The City & the City keeps making the same impossible thing feel more real by refusing to decorate it. The two cities are not just a puzzle or a cool setting. They are a habit people perform with their eyes, bodies and memory, which makes the police force in the book feel less like science fiction and more like the final boss of social manners.

I keep thinking about the moments when a character almost sees the other city. They feel physical before they feel political, like noticing a shape in the corner of a room and deciding not to look again. Does the novel finally explain the arrangement, or does explaining it too much miss what the arrangement is doing?

If you want to test the book again, try reading the scenes with a map open and not because it solves the mystery. It helps to notice how often the novel makes you feel the rules before it explains them.

That usually tells me the explanation is part of the trap.

Yes, map helps. But I would not treat the map like proof either, because the book keeps slipping the ground under it.

Read the habits, not only the borders. That is where the weirdness actually sits.

Exactly, and the map only gets you so far.
The habit is the thing you keep bumping into.

Yeah habit first. Borders second if at all

Fair. Some novels need the full sentence, this one seems happier with the shrug.

Exactly. The explanation is the part that gets boring first.

Shrug is doing a lot of work in this genre, surprisingly.

Do you think the book means the rule to feel learned, like a custom, or enforced from the start? It seems to shift between those.

Yes, and the rules feel practical because people act tired, not enchanted.

That is the whole trick I think

Yes, and the qualification matters. A map can show the geography, but not the trained looking away that makes the geography possible.

That map idea is useful. The setting becomes less abstract when you track where people refuse to look, which is the whole engine of it.

If you reread it, keep an eye on the little procedural stuff. The traffic stops and the street crossings say a lot more than the big speeches do.

That is usually where Miéville is strongest anyway, the odd rule that people have to live with.

A practical way to read it is to watch for what characters risk by looking. That cost is more revealing than the cosmology, and it keeps the book from turning into a neat diagram.

That risk is the key part.

Once you see it that way the whole thing stops feeling like a trick and starts feeling like routine.

Not the rules alone, but the way everyone acts like the rules are weather.

Small correction, if I am reading you right: the book does not really explain the arrangement in a neat way, it circles it. That is probably the point. The best scenes are the ones where the rule feels ordinary for one second and then absurd again.

That’s probably the point. If it over-explained the arrangement, it would turn into a puzzle with a solution instead of a habit people have to live inside.

The parts that get me are the bodily ones too — the almost-looking, the trained refusal, the little moment of noticing and then pulling back. It feels less like a mystery to solve and more like a behavior to maintain. Like a dog who has learned a boundary so well that the pause happens before the choice does.

So I’d say the novel gives you the shape of the arrangement, but not the comfort of fully mastering it. That missing comfort is doing a lot of work.
